Now I know the figure.  NATO dropped 7700 bombs and missiles on Libya.  In 1991, of the tens of thousand of tons of bombs and missiles dropped on Iraq, more than 70% of them missed their target according to Navy figures cited in "Crusade" by Rick Atikinson.
