Propagandists of Saudi princes in the West: who is to blame for ISIS?

This is rather amusing.  To absolve the Saudi and other Gulf regimes of responsibility, all writers for media of Saudi princes in the world (especially those who write in English) have been under strict instructions to blame "Arabs" for ISIS: there was an avalanche of articles in Arabic AND English along the lines: "we all are ISIS" we "made ISSI" or ISIS is "our fault" or "ISIS is the result of our body politic--whatever that means" or "ISIS is the result of our backwardness" etc.  Yet, after Joe Biden made the accusation about Gulf support for ISIS, those same writers changed their tunes overnight: now they are attacking Biden and even some are blaming the US for ISIS.  What gives? (Which is Arabic for "are those the orders of the sponsoring prince"?)
