Is the Economist calling for the preservation of the Arab regime order?

"All too many of the Arab world’s 350m people are stuck in similar binds, caught between rotten governments and even more rotten and often violent oppositions."  What a generalization.  The Jordanian opposition--as lousy many of its elements are--is more violent and lousy and corrupt than the regime itself? Or the Egyptian even?
