When Hariri government was "toppled" by Hizbullah

I saw the same phrasing in a story on Sa`d Hariri by AP and by Reuters. Look at this language: "Hariri, who has been living in exile between France and Saudi Arabia since 2011 when his government was toppled by Hezbollah". What does toppled mean here? Lebanon's parliament is evenly divided between March 8 and March 14, and thus small parties or third parties (Jumblat's bloc in this case) play the critical role that can bring down a government.  Jumblat defected to March 8 and that is how the Hariri government fell, as happens in all parliamentary democracy.  But the language of Western media (the Guardian newspaper accurately described the process of the government downfall) makes it sound as if Hizbullah launched a coup in Lebanon.  When a small party pulls out of a coalition government in a European parliamentary democracy, do you write that a small party "toppled" the government?
