How Thomas Friedman justifies the Israeli destruction of Lebanese civilian targets

"the Israeli Army dealt a devastating blow to Hezbollah’s neighborhoods".  Look at this callous use of language: what does Hizbullah's neighborhood mean? That in such a neighborhood, all women and children and other residents are legitimate targets for Israeli bombs? Should we use the same language on Israel, that all its neighborhoods are "Israeli Army's neighborhoods"?
