A new Qatari shift in foreign policy

As-Safir is reporting that Mahmoud Abbas's envoy to Syria, Abbas Zaki, was not really about Palestinian matters but about a secret message from the new Emir of Qatar in which he indicated a shift in his country's policies towards Syria and in the region as a whole.  Personally, I doubt it.
