Sisi's research project in the US

So I have read Sisi's research project at the US War College.  Yes, his English is not advanced and his research is very thin, but I think that the paper reveals a person who is very self-assured (too much self-confidence) and really knows what he wants.  It is also interesting that his paper reveals political thought that was at the time at variance with the Mubarak regime and the ruling establishment thought in Egypt.  I think that Robert Springborg is right: at least form this paper, he reveals himself to be an Islamist, somebody who still believes that the ideal form of exemplary government is found in the era of the prophet and the four rightly-guided caliphs.  The conflict between Sisi and the Ikhwan should not obscure his own political philosophy.  In other words, Sisi's conflict with the Ikhwan may be power-related and not ideological.
