"civilians who carry weapons" against the regime: Syrian Observatory for Qatari Human Rights

I was reading the new report by the Qatari-funded Syrian Observatory for Human Rights: it is hilarious.  But my favorite is that there is such a struggle to portray all victims of regime fires as civilians while making an effort to portray all victims of armed groups' fire as military.  The report even refers to "civilians who carry weapons" against the regime.  I kid you not. I also noticed that the report refers to 485 foreign Jihadi fighters and to 1010 Syrian regime soldiers among the dead.  That tells you something about the presence of the Jihadi elements which the Western (and Arab oil and gas) media strive to minimize.
