When your rebels hit a civilian plane

Who among Western governments will answer to the public when the Syrian rebels hit a civilian plane using the newly supplied shoulder-to-air missile?  I mean, they have repeatedly threatened civil aviation even when you were hailing their secular and democratic credentials.
