The Russian and Chinese ambassadors in Lebanon speak to the press in fluent Arabic, but not the US and French ambassadors. But in fairness, the US ambassador sprinkles his English speech with a few words of Arabic (usually, Hummus, Falalfil, Tabbulah, etc): as in--from an actual statement--"today I met with the Prime Minister of Lebanon, Hummus, and we dicussed the situation in Lebanon, falafil, and I plan to meet with the Speaker of parliament--Tabbulah, later today."
