The Times explains why it does not cover victims equally around the world

"Another factor is deployment of resources: The Times has more than a dozen staff correspondents working in bureaus in Western Europe; far fewer, for example, are based in Africa."  Well, that begs the question: why does the Times not have more correspondents in Africa? The answer seems to be obvious.
