Russian in Syrian schools

The eduction minister of the Syrian regime announced that Russian will now be offered at Syrian schools in addition to Arabic, English, and French.  Those poor Syrian students--or what is left of them.  Why not add all the languages of the Brics countries since the decision is purely political?  And how come Persian is not offered?
