Kerry's Logic

"Mr. Kerry said on Thursday that it was the Assad government that had turned Syria into a “magnet for jihadists and extremists” by brutally cracking down on its opponents."  Does Bahrain or Saudi Arabia or other pro-US dictatorships in the world turn their countries "into a magnet for jihadists and extremists" by brutally cracking down on opponents? Or does that logic only apply to enemies of the US?
