Reuters explains: car bombers are not always terrorists. It depends on the perpetrators, I guess

PS By the way, all Western media, especially the New York Times consistently write that the Syrian regime refers to all opponents of the regime as "terrorists".  That is factually incorrect.  In fact, just this week in one of his many lousy interviews,  Bashshar said that he distinguishes between the opposition and terrorists.
