"Moderate torture"

I would never belittle the experiences and sufferings of political prisoners in the Asad regime's prisons, but Yasin Hajj Saleh says in his book, Bi-l-Khalas, Ya Shabab, that he was subjected in one day during his years of prison experience to "moderate torture".  What is moderate torture?  I really don't understand.  How can torture be moderate?
