The White Man supervises: the Cairo document

"Full disclosure: USIP and the German Institute for International and Security Affairs facilitated the series of Berlin meetings that generated The Day After document)."  Well, what does "facilitate" mean here? 2) so the White Man does not trust the Syrian opposition to do their own work and feels that they have, in line of colonialist tradition, to hold their hands? 3) It has to be said that the document that was produced is a lousy and empty document and maybe the White Man should not brag about his facilitation.  4) If the White Man tried to "facilitate" Egyptian opposition or Tunisian opposition meetings, they would be tossed out of the window.
