He is not an ambassador: he is a "top" ambassador

Western media are desperate for any propaganda boost that they can get in their propaganda coverage of Syria.  Thus, the ambassador in Iraq is a "top ambassador"--whatever that means.  And notice that none of the story mentions that he was active in the Ba`th Party.
