Look at the mild language of the New York Times regarding the kidnapping of ICC officials in Libya

If the Syrian regime detained UN officials, there would be an international outcry and the story would on front pages.  "A Libyan militia has detained four officials of the International Criminal Court since Thursday on spurious charges. They should be released immediately."
