The sentence as you see puts blame on no one, except perhaps on the population of Bahrain. Furthermore, among the many differences in BBC coverage of Bahrain versus its coverage of Syria is that the network goes out of its way to play prominently statements by the government and even by the Crown Prince defending repression and government's action. I dont remember the BBC playing statements by Syrian officials for example. There should be books written about the journalistic lessons of Western media coverage of Syria.
