This is not a rhetorical question

Can you name one "reform" that has been undertaken by the Asad regime since his "reforms" began?  I mean, aside from the cancellation of the state of emergency which has resulted in the deaths of thousands of Syrians.  I, for one, call for the return of the state of emergency maybe it will result in the killing of less Syrians.
