Human Rights Watch is "lobbying"

"We have been lobbying for targeted sanctions against individuals who are known to have committed grave human rights violations."  Does Human Rights Watch ever dare to lobby against Israeli officials or March 14 Lebanese officials--say who committed war crimes in the assault on Nahr Al-Barid?  How cute to learn that HRW is in the business of lobbying--provided that lobbying fits within the general framework of US foreign policy goals.
