Human Rights Watch: Lebanon versus Syria

I do maintain that Human Rights Watch is far soft towards the Hariri government in Lebanon and that it applies more scrutiny to the Syrian government (I think it should apply to both, and to all governments equally).  There has been a prison riot and protests, and people have been killed and injured but I have not heard yet from Human Rights Watch on the matter (I remember that HRW did react to something of a smaller scale in a Syrian prison a few years ago).
