When it comes to Israeli war crimes and massacres, Kenneth Roth and HRW has been always keen on saying that they can't judge and they can't determine if a war crime was committed pending on-site investigation and documentation. Follow Roth in the last few days: he now reaches conclusions purely on the basis of media accounts. Hell, Roth has been all but urging the US government to go to war.
