If this was Russia or Venezuela, I bet you the title would not have used the phrase "tightening rules"

"Israel Tightens Rules for Human Rights Groups That Rely on Foreign Money". When Egypt and Russia resorted to tactics to control and suppress NGOs, the New York Times didn't use such phrases.  It was a very different kind of coverage. But this is Israel, damn it.
