Ben Hubbard on Wahabiyyah in Saudi Arabia

This sentence got my attention in the long article: "While Islam is meant to be a complete program for human life".  What on earth does that mean?  And the word "program" was in the Qur'an? Also, should not the long article have contained a disclaimer to the effect that: Saudi people are terrified to speak freely because the government arrests and tortures people for mere retweets and for any expression of disapproval of the government??
