"Iraqis think the U.S. is in cahoots with the Islamic State".  This is not new or original.  This has been the common Arab view from day one.  Still most Arabs think that Bin Laden was an American creation and that he is still hidden by the US government.   And this is not only true about Iraqis.  There are false fabricated evidence being promoted: some insist that Hillary in her last book admitted that the US created ISIS, while others fabricate a quotation by Snowden to make the case.  Having said all that, it is indubitable that the US created the conditions that facilitated the rise of both: Al-Qa`idah and ISIS. Now that is not crazy at all.
