Yes, it is now almost a century since the Balfour Declaration but neither Lord Balfour nor the Zionists expected that Palestinian and Arab resistance to Zioism would continue despite the passage of all those years.  The thrust of Balfour is best exemplified with his statement after the issuance of the "promise": that "numerical self-determination was excluded" in the formulation of the letter.
