What is happening to the foreign policy section of the Huffington Post? Hariri Center at the Atlantic Council

This is how the siege on civilians is presented: "Syrian rebels responded by encircling thousands of pro-regime and Hezbollah forces in Fu'a and Kefraya".  Even the rebel media admit that they are imposing a siege on inhabitants of the two villages.
