The French government had banned Charlie Hebdo (I think they mean its predecssor) three times

Reaction to the Charlie Hebdo murders has solemnly reaffirmed the right to joke. The French state – which banned the magazine three times between 1961 and 1970 – has piled in to defend laicity."
