The word for Minister in English can mean "a man of the church or priest" and can mean "minister" as department secretary as in the US. But in the Arab world, there is a trend in Islamic and Islamist publications whereby they wildly exaggerate the number of Westerners who are allegedly flocking to Islam. So they have been circulating widely as of late the story of a US Minister of Youth (thinking that in the US there is a Department of Youth and that it has its own Secretary) who became a Muslim, while in reality the man is merely a youth minister. Problems of translations.
PS I said Arabic in the first sentence instead of English. Sorry
