Duvalier as an American puppet

This is how the New York Times glossed over the years of strong alliance between the US and Duvalier: "He curried favor with the United States, and exploited its Cold War aims to ensure that Haiti did not fall under Cuba’s sway by bargaining for aid, though his government did not receive all that it believed it needed."  So he received military and economic support from the US but not as much as he wanted? But that applies to the King of Jordan.  It does not mean that the alliance was not strong.
