Changes in Canadian foreign policy

How much Canadian foreign policy has changed.  It used to be one of the best among Western governments.  In the 1990s, I gave series of talks in Ottawa and met many of the Middle East experts of the Foreign Ministry.  They were most anti-Israeli. I can't recognize foreign policy of Canada since Sep. 11.
