I have noticed this. The Orientalism of of Napoleon era was superior to those of today's Western governments (although the Arabic of Silvestre de Sacy was exaggerated according to Ahmad Faris Shidyaq). In Arabic communiques by Israeli and US military, Arabic grammar mistakes are quite common. My theory (in the case of the US military) is that they rely on Lebanese right-wingers with poor command of Arabic.
