A US officails decides what is and what is a not a liberation movement

"United States officials said Hezbollah used the company as a procurement network to covertly obtain sophisticated technologies like engines, communications, electronics and navigation equipment from suppliers in the United States, Canada, Europe and Asia....David S. Cohen, the under secretary for terrorism and financial intelligence, said in a statement. “This global terrorist activity and expanding criminal network belie Hezbollah’s claimed purpose as a national liberation movement.”" So Mr. Cohen is now the authority on what is and what is not a liberation movement?  And if those equipments are used against Israel, does that mean it would still be a liberation movement by Cohen's standards?
