Sisi and the victim of sexual assault

Sisi visited the victim of sexual assault in Cairo and gave her a bouquet of red roses. What was he thinking? Did he think that she has just engaged or even gave birth? Why not give her a box of chocolate? He even invited her to perform the smaller pilgrimage (`umrah) as if she needed to repent and ask God for forgiveness.
