Popeye the Sailor Man

I don't mean to bother you but regarding Popeye the Sailor Man.  He derived his supernatural powers from devouring a can of spinach.  Could not his enemies derive equal supernatural powers by devouring a can of spinach, and would the addition of a can of dandelion not add even more supernatural powers to them? what gives?
