UN reports on South Sudan

"U.N. Report Documents Atrocities by Both Sides in South Sudan War".  Compare the UN stance in South Sudan with its stance in Syria.  In Syria, the reports invariably "document" atrocities by the regime but then add toward the end a small disclaimer that the Syrian rebels committed small war crimes but that those crimes should not bother anybody's conscience.
