Why the enemy in Israel is the state AND the society

Look at how Israel punishes Palestinians:  "Mr. Netanyahu did not specify what “unilateral steps” Israel might employ, though local news outlets have reported that the country is preparing to block a mobile-phone company from entering the Gaza Strip and providing 3G service in the West Bank, and to cancel plans for some development projects in the West Bank."  Western media so casually and flippantly reports and some ideas considered by Israel to punish the Palestinians--the whole Palestinian population.  Ever since it was created, the Israeli terrorist state never in its policies and war distinguished between the civilian population and the armed or political enemies.  For this reason, the Palestinian people and their organized political movement is merely responding to the Zionist methods when it on occasions does not distinguish between the armed enemy and the rest of the (armed) population, especially that none of them speak out when the Israeli state (in its political factions) imposes punishment on the civilian population of the Palestinian people.
