Washington Post: how to begin to justify the massacres against Muslims in Burma

"But the picture on the ground is complex. In Burma, also known as Myanmar, a growing measure of democracy and economic reform coexist with a virulent strain of Buddhist nationalism.

“There’s an inability in London and Washington to entertain two contradictory narratives about this country,” said Richard Horsey, a Rangoon-based analyst and former International Labor Organization representative to Burma. “That’s one reason why Rakhine is so dangerous and so potentially corrosive to the U.S.-Myanmar strategic relationship.”

The risk, Horsey said, is “making the relationship hostage to the events in Rakhine, which the central government does not have the ability to fully control.”" When I read "it is complex" i know that someone is about to justify a massacre or repression.
