The visa and the Iranian diplomat

Professor Terry Burke sent me this (I cite with his permission):  "There’s something I do not understand.  When the US sent ex CIA chief , Richard Helms to be ambassador in Iran, it’s OK, but when Iran sends an ex-student activist Hamid Aboutalebi to serve as UN Ambassador, 
he’s denied entry into the US?

Richard Helms served as CIA director from June 1966 to Feb.1973. then as US Ambassador to Iran from 1973 to 1977. (He was career  CIA from 1947 onward).

Aboutalebi previously served as ambassador to Australia, Belgium and Italy,  as well as to the EU, and has entered the US several times in the past with a US visa.
