US priacy in the Mediterranean

 "That operation brought an end to an attempt by a militia from eastern Libya to sell the crude in defiance of the central government in Tripoli.   The U.S. Navy handed over control of the tanker to Libyan forces Saturday while in international waters."  To Libyan Forces? Central Government?   They simply mean to the militia that is under the control of the US government.  I still remember when the US government used to support Amin Gemayyel in the 1980s and would refer to him as the "Central Government of Lebanon".
