This is from the official statement as reported in the mouthpiece of Prince Khalid Bin Sultan, Al-Hayat: "It [the royal ban] includes loyalty to another state or connections with it, or communicating with it with the purpose of harming the unity or stability of the security of the kingdom and its people. And the sanctions apply all those who seek to destabilize the social fabric and national unity, or calls for or participation or promotion of agitation for sit-ins, demonstrations, gatherings, or the release of collective statements in any way or shape or form, or whatever affects the unity and stability of the kingdom in any means, in addition to attending conferences or panels or gatherings that aim at the security, stability, and instigating fitnah in society, or harming to other states or its leaders, or mobilizing or alienating international states or bodies or organizations against the Kingdom." This is not about terrorism; it is about imposing a more repressive order in the Kingdom of horrors.
PS The Saudi royal decree exempted from its list of bans the various Islamist Jihadi groups that are sponsored by Saudi Arabia in Syria, like the Islamic Army.
