UN brags: that only 3% of Afghan civilians are killed by Western occupation forces

"United Nations’ 2013 Report on the Protection of Civilians in Armed Conflict said that only 3 percent of civilian casualties were caused by international forces last year."  1) this callous language.  2) the counting is fraudulent because they always go out of their way to blame the other side. For example, if civilians are killed during a gun fight between the Western occupation forces and the Taliban or others, UN never blames the Western occupation forces even if civilians are killed by Western occupation gun fire. 3) If there is a "decrease" it is only because the US-trained Afghan puppet regime forces are managing to kill more Afghan civilians.
