The New York Times: on denial of assistance to the Syrian people under siege

This is the opening paragraph:  "The first round of the Syria peace talks ended on Friday without achieving even its most modest goal: easing the Syrian government’s blockade on the delivery of food and medicine to besieged communities.
And this is later in the article:  "About 45,000 civilians were cut off from assistance in rebel-controlled areas, including several towns in northern Syria: Zahra, Nubol and Fua."  This is a fact: sieges and denial of assistance is an ugly weapons used by both sides in the ugly Syrian war.
