Rafiq Hariri versus Mayor Bloomberg

"According to the New York Times, the billionaire mayor spent $650m of his own money on the city."  I am no fan of Mayor Bloomberg, but compare that to Rafiq Hariri. Hariri never spent one dime of his own money on public projects in Beirut or anywhere in Lebanon.  If anything, he diverted public funds to his own private wealth, like the downtown Solidaire rip-off project.  Can you imagine any of the oil and gas princes spending a penny of their "own" (looted) money on public projects?
