I want to note that in Amir Oren's article on Haaretz Yitzhak Rabin is reported to have used the term "The Negro Problem" in a report to the Knesset in 1968. He actually used the term הבעיה הכושית, ha-Ba`ya ha-Kushit, هبعيا هكوشيت. This is translated as "The Nigger problem". Kushi is a highly derogatory term that is understood as "Nigger" in Israel in as full sense of the slur as is possible outside the US.
