Look how US media strive to pay tribute to the achievements of the American occupation of Iraq

"The bloody campaign has virtually erased the security gains made in the past five years."  So the US invades and occupies the country, and the security situation deteriorates, and then for a few years, the number of the dead is decreased a bit, and that becomes the achievement of the occupation.  What logic is this?
