Syrian regime reforms

I don't want to quibble with Syrian regime "reforms" and the revision of the constitution, but is it not odd that the Syrian ruler on his own decides to abandon and destroy the chemical weapons of the country without even token consultation with his "elected" parliament and his "cabinet"?  Only for appearances sake.
