the poor Syrian armed groups

There is something schizophrenic about Western media coverage of Syrian armed groups: on the one hand, we read that they are so poor and that they have primitive weapons and that they have makeshift weapons' factories. But on the other hand, we also read about the tens of millions of dollars in financial aid and military aid by Western and Arab governments?  Which is which?
