Hizbullah section of Beirut

What on earth is the "Hizbullah section of Beirut" in this headline from the Times:  "Car Bombing Injures Dozens in Hezbollah Section of Beirut".  More than a million people live there, including communists and atheists and Nasserists and Amal supporters but the conflation of the entire area with its civilian population is necessary in order to justify crimes and bombs against it.
